Some Nigerian varsities are corrupt, says ICPC

Chairman, Independent Corrupt Practices and Other Related Offences Commission, Ekpo Nta, has accused some Nigerian universities of admitting students into courses not meant for undergraduates in order to increase their internally generated revenue.

He said many candidates had been deceived into enrolling for courses not accredited by the National Universities Commission and therefore not eligible to participate in the National Youth Service Corps after graduation.

Nta spoke during the signing of Memorandum of Understanding on working collaboration between the ICPC and the National Orientation Agency in Abuja.

He said, “You are admitted to a programme without being told that for this particular programme you will not be eligible to serve under the NYSC because the programme is not accredited by the NUC.

“In order for these universities to have internally generated revenue, they admit the students in programmes meant for in-service or those who needed to acquire skills without using the skills to look for employment.

“On attaining those degrees and discovering that they could not go for NYSC, the students resort to self-help. In response, fake NYSC camp sprung up in Nasarawa,” he said.

Nta recalled that the commission had arrested no fewer than 42 participants at a fake NYSC camp.

The NOA Director- General, Mike Omeri, said the collaboration would help to address many ills in the society and enlighten the public on the punishment for corruption.

He said the message would be taken to move communities to woo more hands in the fight against corruption.

The seven-page MoU covers the preventive education and public enlightenment functions of the ICPC and how the two agencies could collaborate to achieve important aspects of their joint mandates.

The commission a few months ago arrested 17 fake corps members at the orientation camp at Kubwa, Abuja.

They were caught while taking pictures outside the camp during the passing-out ceremonies.

ICPC operatives stormed the camp based on intelligence reports and arrested the suspects made up of eight females and nine males.

Fifteen of the fake corps members claimed to have enrolled in degree courses run by Consultancy Services in University of Calabar (6); University of Jos (6); Ebonyi State University (1); Federal University of Technology, Owerri(1); and Crown Polytechnic Ado-Ekiti (1).

It would be recalled that Nta recently declared that the commission would beam its searchlight on education sector to tackle corruption.

59-yr-old man defiles 7-yr-old girl

Mr. Boma Benibo, 59, allegedly defilling a seven-year-old girl. The incident occurred at the residence of the suspect, 18, Kola Ogunmola Street, Ijapo Estate, Akure, last tuesday.
The suspect resides in the same building with the parents of the victim.
It was learnt that the girl (names withheld)used to visit  the suspect’s flat often to play.
But the unexpected happened last week when she visited and was there for over two hours which made her mother became suspicious.
On getting to the suspect’s apartment, she discovered her daughter was not her usual self and after a brief interrogation she pointed at her private part.
Further interrogation, according to reports, showed that the suspect had touched her private part.
The father of the girl, Mr  Rotimi Babadipe, immediately reported the matter at the Ijapo police station and the suspect was picked up.
Contacted, the state Police image maker, Wole Ogodo,  confirmed the incident.
Ogodo  said: “The police was going to do a medical test on the girl to ascertain if Benibo actually penetrated her.
“Yes, it is true, but we have a little problem to resolve, because the girl, on interrogation, said the man was fiddling with his private part and did not penetrate her.
“The police is trying to take her to the hospital so that a proper medical examination will be done to determine the fact of the matter.”

Assu strike finally called off

The National Executive Council of the Academic Staff Union of Universities (ASUU) has called off its five-month old strike.

The strike was suspended after the NEC met at the campus of the Federal University of Technology, Minna, Niger State today.

The suspension of the strike followed the Memorandum of Understanding signed between the federal government and leadership of ASUU last Wednesday.

National President of ASUU, Dr. Nasir Fagge Isa had last week told journalists that the union would consult with its National Executive Council and will within one week intimate Nigerians of its decision on the strike.

He was optimistic that the outcome of the consultation will be positive. The MoU addressed all the recent demands of ASUU as well resolutions agreed to between it and government in the November 4 marathon meeting with President Jonathan. These include a non-victimisation clause, provision and deposit of N200 billion infrastructure revitalisation funds in an account with the Central Bank of Nigeria, CBN, details of disbursement of the funds and payment of salary arrears which has accrued to the teachers during the strike.
ASUU members have been on strike since 1 July demanding full implementation of
the 2009 agreement reached with the Federal Government on conditions of service for university lecturers, funding of infrastructural development in Nigerian universities.

In the 2009 agreement, both parties had agreed that each federal university should get at least N1.5 trillion between 2009 and 2011 while state universities, within the same period, should receive N3.6 million per student. The Federal Government had insisted that the agreement was signed in error and that it has no money to fund it.

After a marathon meeting on 4 November, government made a new offer of a yearly expenditure of N220 billion over the next five years for the upgrade of infrastructure across Nigeria universities. It was agreed that the funds will be domiciled at the Central Bank of Nigeria to be released on a quarterly basis to the higher institutions as a further assurance that government will keep to its side of the bargain.

Though most chapters of the ASUU had voted to call off the strike following the new deal from government, they had insisted that the fund must be deposited in the CBN, payment of their salary arrears during the five months strike as well as a non victimisation clause to protect lecturers from being victimised as a result of their participation in the strike.

But the acting Minister of Education, Nyesom Wike, had termed the demands by the lecturers as outrageous, with threats that they will be sacked if they did not return to work by 4 December, an ultimatum which was later shifted to 9 December. Government had also insisted that it deposited N200 billion being demanded for by the Union in an account at the CBN.

The lecturers however shunned the government’s order and most classrooms were still empty at the expiration of the ultimatum last Monday. Later, Dr. Doyin Okupe, the Senior Special Assistant to the President on Public Affairs presented evidence to journalists that government has deposited the contentious N200 billion in a Special Universities Revitalization Account domiciled with the CBN as demanded by the lecturers.

It was gathered that last Wednesday’s agreement was brokered by the leadership of the Nigeria Labour Congress.

But the agreement is due for renegotiation in 2014 and Nigerians can only wish that the negotiation will not lead to another long closure of campuses.

Another entertainer has called it quits with bachelorhood penultimate Sunday, nollywood actor Chigozie Zeal Atuanya enjoyed the grace of his colleague, family members and friends who attended his traditional wedding ceremony in Anambra state. The actor was joined in the traditional way to his fiancé of about a year, Jenifer Obianuju Orianike. Some of his colleagues who graced the occasion include Mike Ezuronye, Chinedu Ikedieze, popularly known as Aki and his ally, Osita Iheme also known as pawpaw and Queen Nwokoye among others. The couple, both from Anambra state, were said to have met at function. The actor who confirmed a white wedding in a few months to come says he is not certain yet on the date and venue. Often entertainers who have ditched the bachelorhood in recent times includes nollywood actress, Nse Ikpe. Etim and popular Yoruba actor, Daramola Olatunji.
